Hi

What happens when you turn on your headlights?

If the same suspect wiring, if not then suspect faulty heater fan.

Ideally use a meter to monitor the actual voltage being produced.

Sounds like your heater fan needs replacing/refurbishing then, especially if no problem with the the lights and radiator fan. If the radiator fan is original that takes a high current which will show any weakness in you r alternator and wiring from it.

Are there any well trodden paths to replacement? For example a new fan from a fiat xyz is a direct swap and easily available?

Isn't there a resistor in the fan circuit that goes wonky? I'm not 100% sure I just have a vague memory of such things in Italian cars

The resistor lives on the front left inner wing behind the suspension turret. How about removing the connections and bridging them to see if the fan runs better? If you need a spare motor with the drums attached I've got one waiting to be thrown out. No guarantee on condition though! All I can do to check it is attach 12v and se what happens.
