Reverse lights on in 2nd and 3rd gears, but not in reverse.

I have a weird problem.  I have reverse lights on in 2nd and 3rd gears and the lights are inoperative in reverse.  Could the switch be out of kilter or may be wired wrong with a corresponding switch?  I see 2 switches on the transaxle, which I believe one has to do with emissions, or is the reverse switch elsewhere?  This is a North American HPE with California emissions.

The reversing light switch usually lives under the bracket that supports the end of the clutch cable. It's well tucked away and can be difficult to spot.  Unless yours is an auto in which case I don't know where it is.
