Testing rear and headlights

Hi all,

Now that the restoration is almost finished I am running into the problem that the headlights and taillights sometimes work, sometimes not. I suspect a problem in the steering switch because the left turn signal does not work that well either. (you can hear a relay behind the meters crackling) Is there a way to test the lighting without starting the engine?
Or a method to make a bypass so that the lighting works when the car is on the ignition?

Does it really need the engine on to allow the headlights to come on? On my early cars you just turn the ignition to on and you have all the lights available. Also you should have side lights even with ignition off.

I think that is part of the problem.
no light comes on with ignition to on, no matter what the position of the light switch is.

Problem solved.

Black cable to ignition switch from fuse box had no voltage.
