Rev counter default position

Hi all my tacho says the engine is doing 500rpm when off. Guessing the needle is just resting on something to stop it hanging vertically.

It's not a worry, but is it the same as others?

 I've got three gauge sets here, two orange needles and one white, all point to around 500rpm or slightly under.
