Shifter rod adjusting rod nut

Should there be another nut under the bracket to lock
the top nut when adjusting the rod? The parts diagram shows one but
I had another nut under the bracket also.

Joe,
Two nuts are sufficient, one above and one below.
It's likely there may have been a wavey washer or two involved from
the factory, mostly long gone and not essential.
