Idle adjusting screw.

When trying to adjust the idle up or down on the throttle body screw
there is no chance at all.  Could there be a clogged passage?

Still having issues with the idle. It idles at around 650rpm when starting the car. Adjusting the idle screw on the throttle body doesn’t seem to react very well. Is there some other adjustment? Can my TPS not working?
